James D. Warner
Chief Executive Officer
Jim has served as CEO since 1996. He is responsible for LCSWMA’s achievement of goals and objectives, in accordance with the policies, procedures and programs approved by the Board of Directors. Jim has led the organization through many crucial, strategic moves that continue to position the organization as an industry leader. Under his direction, LCSWMA has prospered financially and expanded its mission to invest in resources and projects that not only fulfill its core mission, but also enhance the livability of the local area it serves. Prior to this role, Jim served in various senior management positions for LCSWMA since his start in 1987. He holds a B.S. in Secondary Education from Millersville University and a M.S. in Geo-Environmental Science from Shippensburg University.
Alex Henderson III, Esquire
Alex has served as the Authority’s General Counsel since January 2017. Prior to this role, Alex was partner in a private law firm serving as the Authority’s independent legal counsel. Alex has been involved in the legal aspects of the significant projects and activities of the Authority over the last three decades. Beginning in 2006, he served as the lead attorney for the Authority. As General Counsel, Alex represents, or supervises the representation of, the Authority in all legal matters. Alex is responsible to plan, organize, manage, budget for, direct, staff and control the legal work of the Authority, reporting to the Board of Directors and the CEO on the legal matters of the Authority. Alex holds a B.A. in Political Science and Economics from Swarthmore College and a J.D. from New York University School of Law. He is admitted to practice law before the courts of the Commonwealth of Pennsylvania and the United States District Courts for the Eastern and Middle Districts of Pennsylvania.
Robert B. Zorbaugh
Chief Operating Officer
Bob has served as COO since 2010. He plans and manages all operational activities for LCSWMA, including safety, compliance and waste screening programs, in order to ensure the organization can offer long-term stability and fair value services to the community through its financial strength. Bob also directs all facilities management, capital projects and technical services activities. Prior to this role, Bob served in various management positions for LCSWMA since his start in 1990. He holds a B.S. in Geo-Environmental Science from Shippensburg University, as well as operational certifications from the Solid Waste Association of North America (SWANA).
Michael J. Lane
Chief Financial Officer
Mike has served in this position since 2016. He is accountable for preserving and growing LCSWMA’s assets by directing all the financial and information technology activities of the organization. As CFO, Mike oversees reporting, the fiscal planning & accounting cycles, treasury & risk management as well as LCSWMA’s technology infrastructure. Mike also contributes to the development of organization strategy, focusing on the highest value opportunities for our assets. Prior to joining LCSWMA, Mike was an auditor with Ernst & Young LLP and held progressive financial and operational leadership responsibilities within the waste and consumer products industries. Mike holds a B.S. in Accounting from Pennsylvania State University and professional certifications including: Six Sigma, Procurement, Project Management and Microsoft ERP.
Thomas F. Adams
Chief Business Development Officer
Tom has served as CBDO since 2016. He leads and manages the business development and service strategy of LCSWMA by diversifying the organization’s revenue mix and balancing the risk of current business operations, so that LCSWMA can optimize its current assets and contribute to the economic growth of the community. Prior to this role, Tom served in various management positions for LCSWMA since his start in 2005. He holds a B.A. in Geo-Environmental Studies from Millersville University.
Kathryn J. Sandoe, Ed.D.
Deputy Chief of Community Relations
Katie has held this position since 2016. She is responsible for cultivating a strong community focus and proactive public engagement philosophy within the organization. She directs the long-term communications and community engagement strategies for LCSWMA, in to order to foster the local, regional and national support needed to successfully advance its operations, projects, initiatives and future endeavors. Prior to this role, Katie served as Communications Manager for LCSWMA since her start in 2011. She holds a B.S. in Speech Communications/Public Relations from Millersville University, as well as M.A. in Communications and Ed.D. in Adult Education, both from Penn State University.
Leslie D. Wireback
Deputy Chief of Human Resources
Leslie has served in this position since 2016. She is responsible for building current and future organization, leadership and workforce capabilities by ensuring LCSWMA attracts and retains the right quality of talent. She develops employee capabilities, creates career paths for employees and institutes superior internal safety and HR processes, so that LCSWMA has the right resources to fulfill its mission and purpose. Prior to this role, Leslie served as HR/Insurance Manager for LCSWMA since her start in 2006. She holds a B.S. in Business Management and an MBA, both from Millersville University.
Michelle A. Marsh
Director of Business Solutions
Michelle has served in this position since 2016. She provides strategic direction for identifying and pursuing necessary resources to support the varied projects, initiatives and community/business endeavors established by LCSWMA. She is responsible for securing grant opportunities to fund new corporate ventures, as well as managing business arrangements for the organization’s annual capacity transactions and electric revenue plans. Prior to this role, Michelle served in various business development positions for LCSWMA since her start in 2007. She holds a B.S. in Environmental Science from Muhlenberg College.
