Solid waste that cannot be recycled or burned for energy represents the smallest portion of the waste generated by Lancaster County residents and businesses. This waste is taken to the Frey Farm Landfill (FFLF) where the best available environmental protection practices and technologies are employed. Located along the Susquehanna River, near the village of Creswell in Manor Township, the FFLF is situated in a mainly residential and agricultural area.

How does the landfill operate?

By the very nature of LCSWMA's Integrated System, the material that is landfilled consists mostly of inorganic matter, which produces less gas, odor and litter. To further reduce litter and odor, waste is covered at the end of each day with an inert material—the ash from the Waste-to-Energy Facility. So in addition to putting waste material to beneficial use (burning it for electricity), the ash is substituting for a valuable natural resource, soil.

To prevent landfill liquid (leachate) from leaching into the surrounding environment, a double-composite liner system is utilized along with a network of pipes to collect the leachate, which is pumped to a local municipal treatment plant.

When a portion of the landfill, called a "cell" reaches capacity, it is sealed with a series of capping materials that block precipitation from reaching the waste material. Grass is then planted on top of the closed cell to prevent erosion.

Like all of LCSWMA's facilities, the FFLF is subject to rigorous regulatory oversight. LCSWMA maintains an excellent record of meeting and exceeding all state and federal environmental standards. In fact, the FFLF is the only landfill in Pennsylvania to have never received a violation from the Department of Environmental Protection (DEP) since the DEP's eFACTS database came online in 1997.

Because of LCSWMA's Integrated System, the Frey Farm Landfill is expected to last
until 2019.

Future Capacity

Future planning for the landfill includes a vertical expansion of the current site using mechanically stabilized earthen (MSE) berms. Employing this new technology will add approximately 18-20 years of future landfill capacity to continue serving the Lancaster community for years to come.
