Resolution
No. 2001-5
BACKGROUND. The Lancaster
County Solid Waste Management Plan ("Plan") and the
implementing ordinances and implementing agreements between
the County, all Municipalities within the County, and the Lancaster
County Solid Waste Management Authority ("Authority"),
grant the power and the duty to the Authority for the adoption
and enforcement of Rules and Regulations, and for the establishment
and collection of fees for use of the system. The Authority
is directed to establish fees in an amount adequate to pay the
full costs of implementing the Plan, including all administrative
expenses, operating expenses, capital costs, and debt service
repayments.
The Authority staff has prepared
and presented a draft operating budget, draft capital budget
and drafted appropriate amendments to the Authority Rules
and Regulations. The Board has reviewed the draft documents
and has determined that they satisfy the requirements set
forth in the Plan and implementing documents, and with the
policies and objectives of the Authority. Therefore,
IT IS HEREBY RESOLVED
by the Board of Directors of the Lancaster County Solid Waste
Management Authority that:
The 2002 Operating Budget attached hereto
and identified as "Exhibit A" is approved and adopted.
The 2002 Capital Projects and Equipment
Budget attached hereto and identified as "Exhibit B"
is approved and adopted.
The Rules and Regulations shall be amended
in accordance with "Exhibit C" and are hereby approved
and adopted.
ADOPTED THIS 16TH DAY OF NOVEMBER
2001.
