James
D. Warner, Executive Director
Jim
is the chief executive officer of the Authority and is responsible
to the Board of Directors to achieve all of the Authority goals
and objectives in accordance with the policies, procedures, and
programs approved by the Board. He directs all Authority activities
including operations, planning, finance, recycling, engineering
and construction.
Serving
as the Authority's spokesperson, Jim maintains positive relationships
with the public, government officials and regulatory agencies. He
has over 23 years experience in the solid waste industry and has
been Executive Director since 1996.
Jim
serves as a national officer of the Solid Waste Association of North
America (SWANA), the Authority's trade organization, where the waste
system in Lancaster is recognized as one of the best in the United
States.
Jim
holds a Masters Degree in GeoEnvironmental Studies from Shippensburg
University. |

Robert
B. Zorbaugh, Senior Manager, Operations
Bob
has served as Senior Manager, Operations of the Lancaster County
Solid Waste Management Authority since 2001. In this position, he
directs all Authority operational activities at the resource recovery
facility, the landfill, the transfer station, and the permanent
household hazardous waste facility.
He
joined the Authority in 1990 and has served as Landfill Manager,
during which time he supervised a large-scale landfill reclamation
project.
Bob
holds a B.S. in GeoEnvironmental Science from Shippensburg University
and has completed SWANA certification courses in Manager of Landfill
Operations and Transfer Station Design. |

Gary
A. Forster, Senior Manager, Resource Recovery Contract
Administration
Gary
joined the Authority in 1989 in the capacity of Resource Recovery
Contract Administration. He is responsible for administering the
Service Agreement between the Authority and the facility operator,
Covanta, Lancaster.
He
also oversees design, permits and construction of facility improvements,
and permit compliance. Other major functions include administering
the Power Purchase contract between the Authority and Metropolitan
Edison Company and coordinating with other staff the delivery of
supplemental waste to the Resource Recovery Facility.
Gary
is a registered Professional Engineer in Pennsylvania and holds a
B.S in Mechanical Engineering and a B.S. in Political Science from
Penn State University . |

Jack
D. Lausch, Jr., Senior Manager, Administrative Services
Jack
is responsible for assuring that all regulated municipal waste and
recyclable materials are stored, collected, transported, processed
and disposed in accordance with the Authority's Rules and Regulations
and integrated waste management services are provided to industrial
waste generators located in Lancaster County . Recycling management
includes the development and implementation of recycling programs
including grants administration, market analysis and long range
planning.
He
also is responsible for administering cost effective insurance systems
for Authority facilities and activities and human resource programs
such as education, compensation and employee relations.
A graduate
of Elizabethtown College with a B.S. in Business Administration, Jack
joined the Authority in 1974 and has served in numerous senior management
positions. |

Brooks
K. Norris, Senior Manager, Technical Services
As
Senior Manager, Technical Services Brooks is responsible for the
permitting, quality assurance, testing, research and surveying of
all Authority facilities. He provides technical support for various
Authority programs and projects including research and development,
CADD and permit management.
He
administers quality assurance and monitoring programs, coordinates
testing services and environmental reporting requirements.
Brooks
has been with the Authority since 1988 and is a licensed wastewater
treatment plant operator. |

Carol
A. Olson, Senior Manager, Accounting
As
Senior Manager, Accounting Carol is responsible for managing financial
affairs of the Authority. She coordinates and administers the Authority
debt, invests Authority cash resources consistent with governing
laws and the Authority's risk management policy, and manages post-closure
collateral funds with regulatory agencies.
She
also administers the government self insurance fund, the pension
fund and manages the annual audit of the Authority's finances.
Carol
joined the Authority in 1999 and holds a B.S. in Accounting and a
MBA from Long Island University. |

David
M. Wilhelm, Senior Manager, Capital Projects
Dave
provides construction oversight on all capital improvement projects
to ensure they are constructed in a safe, efficient and timely manner.
He develops and institutes appropriate changes to improve designs
or reduce project costs.
Dave
joined the Authority in 2005 with his first project being the redevelopment
of the Transfer Complex in Lancaster . He oversees facility improvements
and capital developments that involve or affect all of the Authority
facilities and functions.
He
is a University of Delaware graduate with a B.S. in Civil Engineering
and is a registered Professional Engineer in Pennsylvania. |
